currently TO_TIMESTAMP and TO_TIME simply calls TO_DATE.
There are at least two problems with this:
* TO_TIMESTAMP only handles milisecond precision, while it should handle
nanoseconds
* Both use the DATE_FORMAT parser, instead of the TIMESTAMP_FORMAT, or
TIME_FORMAT one. (these are identical by default)
