Looking at the multibranch results, build with HBase 2.3+ generally finish in
~2 hours.
However, the same tests take ~4 hours on 2.1 and 2.2, even when they are
successful.
Glancing at the log, the IT runs take up the majority of time.
We should check that trend continues, and try to compare the test debug outputs
to try to figure out why Hbase 2.1-2.2 is twice as slow.
