Description:
Looking at the multibranch results, build with HBase 2.3+ generally finish in
~2 hours.
However, the same builds take ~4 hours with 2.1 and 2.2, even when they are
successful.

I have not seen this behaviour when building outside the CI, nor on master.
Glancing at the log, the IT runs take up the majority of time.
We should check that trend continues, and try to compare the test debug outputs
to try to figure out why Hbase 2.1-2.2 is twice as slow.
Maybe these just get slower executors, but from the limited data this seems to
be related to the HBase version.
