Currently the only way to customize the Phoenix sqlline client behaviour is via
environment variables.
Adding a phoenix-env.py hook (modeled after hbase-env.sh) would make it easier
to add persistent configuration to phoenix-sqlline. Instead of having to set
environment variables before starting a script, the same could be added to the
environment script persistently.
This only applies to sqlline and the other utilities using python startup
scripts.
