I've tried to update the commons-configuration2 version in PHOENIX-7163, but 
that would also require dependency managing the commons-text version.

As we only use commons-configuration2 because the Hadoop API leaks it, the 
better solution is just not declaring the explicit dependecy, and relying on 
the Hadoop transitive dependency.
