Description: This sub-task is for designing and implementing the
replication log file, along with its reader and writer interfaces and classes.
The replication log format is detailed in the [design
document|https://docs.google.com/document/d/1U2ULZ1xENDxGhAxdy5U0JYGVO5790VR5AOAJMiXHIPc/edit?usp=sharing]
for PHOENIX-7562. The implementation of these interfaces and classes can be
modeled after the corresponding interfaces and classes for HFile, where
