As part of Phoenix HA rearchitecture, Phoenix dual clients will not interact
with the HA Group store anymore. They will retrieve the HA group records from
Phoenix servers and be notified about the changes on the cluster records via HA
specific I/O exceptions returned on scan and mutation operations initiated by
the dual clients.
This subtask is to further design and implement these changes for the Phoenix
dual cluster client.
