All Phoenix repos add the Apache Snapshot Maven repo by default to the repo
list.
This
- Causes unneccessary load on the Apache infra
- Causes our $Dayjob IP address to be blacklisted by ASF infra.
The repo is added in the ASF parent pom, which is fixed in MPOM-451, but we
can't upgrade to that version.
Find and apply some solution to disable the repo added by the ASF parent pom.
