As part of HBASE-29141 (PR - [https://github.com/apache/hbase/pull/7490]),
Hbase has removed RIT related methods from RegionStates. In phoenix we use some
of these methods in tests. For example we use isRegionInTransition in
PhoenixServerRpcIT.
