HBASE-25549 provides lazy_mode configuration to not reopen regions when user 
modifies table descriptor. HBASE-29706 extends it to tables with coprocessors. 
Provide an option in Phoenix ALTER Table statement to use the hbase lazy_mode 
configuration.
