 PHOENIX-7755 adds the support to get consistency point on standby cluster.

We need to hook it into Max Look Back calculation in phoenix compaction,

A consistency point in a standby cluster is defined as the timestamp such that 
all mutations whose timestamp less than this consistency point timestamp have 
been replayed. This is needed for monitoring & also ensuring that compaction do 
not purge any mutations pre-maturely.
