    Description: `IndexTwoPhaseCreateIT` requests an illegal transform with 
`ALTER TABLE ... SET IMMUTABLE_STORAGE_SCHEME=SINGLE_CELL_ARRAY_WITH_OFFSETS` 
issued against a mutable base table.   (was: When a table is transformed via 
DDL like `ALTER TABLE ... SET 
IMMUTABLE_STORAGE_SCHEME=SINGLE_CELL_ARRAY_WITH_OFFSETS, 
COLUMN_ENCODED_BYTES=2`, the two-phase transform creates the new physical base 
table without carrying over the `IMMUTABLE_STORAGE_SCHEME` and 
`COLUMN_ENCODED_BYTES` properties from the logical table. The equivalent index 
transform path does this correctly. )
