Wow, this is fantastic - great job, [~jeffreyz]. Please check it in. One 
question: what's the difference between calling 
util.startMiniCluster()/util.shutdownMiniCluster() versus 
util.initializeCluster(1)/util.restoreCluster()? Will this make our unit tests 
run faster?
