In a sense that is what reseek is doing. It check with the index whether the KV 
we want to seek to is in the same block and if so it just goes forward from 
there.
This involves a few comparisons of the row key, which leads to the 50% slow 
down that James mentions and I also measured on HBASE-9778. Note it's 50% only 
if the rows and KVs are small.
