Closing jdbc driver clears metadata cache on server

Hi,

Something I recently noticed and wondered about: when closing the
PhoenixDriver, it closes the ConnectionQueryServices, which in turn will
clear the meta data caches on all the region servers. Is this intentional?
I find it surprising that a client disconnect would lead the server to
clear meta data caches, I imagine this might be a problem when having lots
of short running clients.
