Yes, that's correct. Prior to HBase 0.98.1 being released, please follow
these instructions to build HBase 0.98.1 to ensure it's available in your
local maven repo before building Phoenix 4.0:
$ svn checkout http://svn.apache.org/repos/asf/hbase/tags/0.98.1RC3/
$ dev-support/generate-hadoopX-poms.sh 0.98.1 0.98.1-hadoop1
$ mvn -f pom.xml.hadoop1 install -DskipTests
