It's not this patch getting rid of MiniCluster. TestHBaseStorage is in local
mode even before auto local mode change, TestAccumuloPigCluster is in local
mode since added. The do have MiniCluster and injecting configuration to Pig,
but that's only cause side effect. We do not run job on MiniCluster.
