Fix For: 0.14.0
Tez local mode is still not stable enough. We see some tests hang
intermittently (TestBigTypeSort). As we plan to migrate more local mode tests
to tez, we don't want to destabilize our main unit tests. I would propose to
move tez local mode unit tests to a separate target. We would merge them once
tez local mode become stable.
