Addressed your concern of checking for key equals "all" sounding a bit
hacky. The patch also would encounter issues if the user had a key "all" and it
was the first key.
Now determining if it is GROUP ALL in CombinerOptimizer by looking at the plan
and setting it in POPartialAgg. This is more fool proof.
