[Minor] Enhancements to Paillier class.
- JavaDoc updates to public API constructors and methods.
- Class now marked 'final'.
- Minor tidy-up in generateKeys() for clarity.
- Constructors throw IllegalArgumentException rather than PIRException.
- No need to implement Cloneable.
