    Resolution: Invalid

Since skins may install additional components as needed, there is no way to 
establish a rule by which containers themselves can reliably manage the z-order 
of inserted components. Instead, it is either the responsibility of the skin or 
the caller to apply an appropriate focus traversal policy.
