Currently all Tooltips display after 1000 msecs.
It is desirable to have a globally configurable delay, which one can set to
300 msecs or 8 seconds.
Ideally each Tooltip's delay can be set individually, i.e. something comparable
to javax.swing.ToolTipManager.
