The patch looks fine to me for transferring focus TAB and SHIFT+TAB.
Tested using
http://svn.apache.org/repos/asf/pivot/trunk/tests/src/org/apache/pivot/tests/SuggestionPopupTest.java
and a slightly modified version of its BXML file (attached).
