The concensus seems to be that the target Component should be focused, but what about mouse positioning? Should the mouse when only work when the mouse is over the focused Component? For my own purposes, I think that I will probably end up using a 'MouseWheelPolicy' of some kind to allow a change in the way that the mouse wheel is handled. This will allow a 'simple' mode that requires focus and an 'advanced' mode that doesn't.
