No, these are not duplicates. The second one doesn't have to do with
HPSF, at least according to the stacktrace.
I see, the second belongs with HDGF.
I note on 43688 that you had all of the information but lacked time.
Since this is Visio, I wonder if Nick has looked into it.

These issues should be labeled - "Related to Code Page, Unicode and
Properties"
Any thoughts on how we should resolve our bugzilla issues?
Which should be added to the "To Do" list? Which would be easy given
the time or interest? Which are difficult, or even require major
architectural changes?
