Thank you David, Hira, N.R. You both are right about the classpath. My problem was knowing where the directory was located and what the servlet classpath was. By trail and error I found the sweet spot.
I have a java servlet class file as my app. I placed it in d$\Oracle\FRHome_1\j2ee\home\default-web-app\WEB-INF\classes and yes there is a lib directory under it. I placed the POI jar files in it. It works fine. It did take a few tries Or something to cause the POI libs to be loaded.
