Update the ooxml.xsds.url
The URL from where the Ant build is trying to download the the OOXML XSDs is
outdated. The new URL appears to be:
http://www.ecma-international.org/publications/files/ECMA-ST/Office%20Open%20XML%201st%20edition%20Part%204%20(PDF).zip
The attached patch fixes the URL.
