The issue is that currently no company is sponsoring the push towards 3.5 going FINAL, so the work towards it is being done much more on a volunteer basis. This is why the pace towards getting 3.5 to a FINAL state has slowed of late, since the last sponsorship ran out.
If you look in bugzilla, you can see most of the things that'll need to be sorted before we can call it FINAL. If you'd like to help get it done sooner, please do dive in and see if you can fix some bugs, or even see if you can get your boss to sponsor some work :)
