This is the reason as I understand it. It may not in actula fact be accurate so do not take what I say next as a defintive statement of fact.
Those protection options were added to the application - I think - when Excel 2007 was released. This coincided with the introduction of the xml file format and Micrsosoft took the opportunity to extend the binary file format to accomodate these new options. If POI modifies the binary file format parser - HSSF - in line with what Microsoft has done, then it will mean that the library cannot any longer be used to create files that are compatible with - readable by - versions of Excel prior to 2007.
