POI doesn't use JIRA, we use bugzilla, so we don't have that tickbox. We
therefore assume that everything uploaded to bugzilla is a contribution
under section 5 of the Apache License v2, unless we're told otherwise

If this is so, then govdocs are OK. Let the US Government sue me (and
the Naval Postgraduate School for that matter) for "redistributing"
documents they marked as public anyway. There is no real danger.
If we know that someone doesn't have rights to contribute something to
us, then we shouldn't be accepting the contribution.
OK. This settles it. I made it publicly known that I don't own govdocs,
which robbed the community of its excuse to hide behind "not knowing".
Yegor said he would add a "special" test suite with remote files to POI.
This is the way forward.
