I tested a hyperlink with the fix that has a non-breaking space, its also not a valid java.util.URI. The hyperlink with a non-breaking space is not being encoded in the PackagingURIHelper.toURI(value). The non-breaking space which is an invalid character should be encoded to be a valid java.util.URI. Example of a non-breaking space is "[email protected] ". It looks like a regular space but its a non-breaking space.
