Now that the javadocs are split, the reference from one module to
another need to be url links
They're not always split - the default way of viewing them (the website)
has them not-split, as does the version in the binary download, as does
the version if you build from source.
The only time they're split is with the new maven artifacts.
The downside of this change is that someone who downloads the binary
package and who wants to work offline can no longer follow the links to
other bits of POI within their local machine. That's especially an issue
for someone who is deliberately using an older version of POI, and wants
to remain within the javadocs of the version they have downloaded
