Analysis indicates that the cause is that we do not fix the order of rows in the data structure XSSFSheet->worksheet->sheetdata, which holds an array of rows. The shifting currently leaves this array unordered, which seems to be fine for LibreOffice/OpenOffice, but causes Excel to complain.
