It's available on the main Apache maven repo site:
https://repository.apache.org/#nexus-search;quick~org.apache.poi
And it's available on Maven Central:
https://repo1.maven.org/maven2/org/apache/poi/poi/3.12/
Most random maven mirrors should pick it up fairly soon, but if yours
doesn't you'll need to speak to that site to get them to fix their sync
