move testNoMergedRegionsIsEmptyList
Carry-over from and bug 58350, r1704839.
Move testNoMergedRegionsIsEmptyList unit tests added to TestXSSFSheet and
TestHSSFSheet into BaseTestSheet to reduce duplicate code. This also adds
coverage for SXSSFSheet.
