Does the solution work for you? -> XMLBEANS-306 

I've tried to generate the AirQualityReporting.xsd. To force the downloads, 
I've added a catalog file, but even then there were duplicate definitions in 
one of the transitive XSD. So if XMLBEANS-306 doesn't solve your problem, you 
need to provide a simple schema with imports.
