Drop an email to us...@infra.apache.org or bugzilla-ad...@apache.org with a Subject of "Bugzilla Spam - Bug xxxxx", and a request to delete, but don't include the spammy comment so it doesn't end up in the archives!
If one particular bug gets hit a lot, it can be made read-only by the infra team in the backend, but we try to avoid that if possible
