Follow-up to #147. After #147, the WS_COLLAPSE fast path in `Locale.applyWhiteSpaceRule` only stays on the fast path when every whitespace character is a single space. So `lastWasWhite` can only be true when the previous char was a space. This checks the characters directly instead: any tab, newline or carriage return, or a space after a space, goes to `processWhiteSpaceRule`. It mirrors the WS_REPLACE branch above it. `s.charAt(i - 1)` is safe at `i == 1`: index 0 is known not to be whitespace from the leading check.
