Although there seems to be consensus on the proposal, I think it is good
to have a formal vote, since this is a bylaws document.
I've opened a PR [1] to add the Chat Bylaws as a markdown document to
the Polaris repository. The text is identical to the original google doc
proposal [2], except I exchanged the term "Zulip" in the top heading
with "Project". Discussion took place on the dev mailing list [3].
Please vote on merging this change. The vote will remain open for at
least 72 hours. Although only "binding" (P)PMC members' votes count,
everybody else is invited to vote!
