Hi All, I made a few edits to the PR with feedback in mind, but not always strictly following suggestions.
Please review again and comment if you disagree with my edits. Note: I added a new section for "Managing Polaris Database". I meant to have it in this PR right away, but simply forgot to write in the first revision. Note: I added SemVer. I do believe it to be useful, but I also think that the project's pace at this time combined with SemVer guidelines is very likely to require incrementing the major version number for at least a few initial releases. I am personally fine with that. I am mentioning it here for awareness in case other people have different opinions. Thanks, Dmitri.
