No, it can't. There is no way to create new file with executable bit set
via patch. Dot.

Thank you for that information. I thought that only the chmod command
could make a file executable (x). I was stating that patch could be
used to update an already executable file. Some folks have used patch
to create a new executable file and have been disappointed that it will
not execute because the execute bit was not set.
