I see this problem when using my own build of gjdoc and not using
java-gcj-compat. When ant uses the internal javadoc command it
cannot find gjdoc, even when OOo has found it in configure. The
work-around is to make a symbolic link somewhere in the PATH. for
example I am using now:
/usr/bin/javadoc --> /usr/local/bin/gjdoc
