I'd like to propose cherry-picking Debezium 3.2.2 upgrade PR #24712 to
branch-4.1 for the 4.1.1 release.

Upgrades from outdated Debezium 1.9.7 (Oct 2022) to 3.2.2 (Sep 2025)

There are a large amount of changes and breaking changes between
Debezium 1.9.7 and 3.2.2 which are listed in the Debezium release

There are breaking changes for users, however staying on Debezium
1.9.7 isn't a viable option since it's unmaintained software.

For users that would like to continue using the Pulsar IO Debezium
1.9.7 connector in Pulsar 4.1.x+, it's possible to install the Pulsar
4.0.x Pulsar IO connector since the interfaces are compatible.
Similarly, it should be possible to use Pulsar IO Debezium 3.2.2
connector from 4.1.x in older Pulsar versions once this has been
released.

I'd recommend proceeding with cherry-picking Debezium PR #24712 to
branch-4.1 so that we can make the switch as soon as possible. I'll
proceed with cherry-picking the change in 48 hours unless there are
objections.
