I think that the best way (for all of us) is to:
- create 'crash' subcomponent for all languages components
- report should be send (new Issue) for the component 'language of the crash reporter UI' and subcomponent 'crash'
Crash can be send in english (everyone should understand english here) or in native language.
You are mixing things up a little bit here. Crash Reports and Issuezilla iusses a two disconnected things. So issuezilla component/subcomponent categories etc. do not apply here.
