Yes, the user can do it. But if he receives a MS Office document formated this way he would get in troubles and changing each table by hand is annoying.
The goal for my mail is that, even if the user don't want to allow the rows breaks, a thing that never will be desired is the current behaviour.
I do prefer blocking it from growing, because otherwise the user won't be able to use it.
