[Note: for CWS that concern build system issues, other people (community builders and Sun RE) need to be involved instead of QA, so that needs separate process.]
(Un?)Fortunately the number of people who dare to touch that area is small enought that it is easy to get mutual agreement to OK such a CWS.
It is more important to document the QA process for CWS that really add/change functionality.
