I do not know. I am often QA of build related stuff only and people set me
as QA after consulting with me. But I'm personally not looking for more QA
work ;-)

I think the owner should set the QA rep, not QA. QA volunteer should reply
to an e-mail sent above, then the owner can set the QA in EIS.
