Numbering Style (same procedure with Frames):
<F11> (open "Stylist")

Attention: BUG (probably because the bucket is deactivated):
<Tab> switches to the deactivated bucket (or ewer) symbol (I don't

A second <Tab> doesn't move to the list area, but to the category
line below the list - the list itself can't be reached with tabs.
but:
<Shift> <Tab> after the first <Tab> enters this area backwards ;-)
then:
<Shift> <F10> (replaces right mouse button)
<Arrow Down> (selects the "New" button)
<Enter> (enters the Numbering style window, where you can navigate
with <Tab>)
For Character Styles (for Paragraph and Page Style as well) you
don't have to use the workaround with <Tab> and <Shift><Tab> - press
<Tab> and <Tab> again, and you are in the list area where you can go
on with <Shift><F10>, <Down Arrow> and <Enter> to enter the style
window)
As best as I can tell, for OOo 2.0, you have to use a mouse.
[This is one of five or so style related features of OOo 1.x,
that appear to have been removed for OOo 2.0.]
You don't have to use the mouse - but it should be mentioned in
Issue Tracker (I didn't have the time to search for an existing
issue - sorry)
