Requests for enhancements should be filed into IssueZilla. You would
need to register at www.openoffice.org for that. 
Before filing issue make sure you have searched for similar requests.
I also would recommend to thoroughly read
http://www.openoffice.org/about_us/new.html and all linked pages and
also read list archives.
