Keywords would need to be defined .. and would be defined and visible for all Issue Tracker components. I don't think, we should introduce keywords for projects that affect only a part of the community.
Status whiteboard would work. This is hardly used for OOo issues so you may use this field.
another idea was to create a "metauser" for your project and add this user to the cc list of all your issues.
